Superintendent's Reflections

Kickoff to the 2026-2027 School Year

Dr. Delli officially welcomed the return of staff, students, and families for a new school year. Last week, the District welcomed 73 new staff members across several employee groups, including classroom teachers, special education teachers, specialists, teaching assistants, as well as building-level and district-level support staff. The New Educator Orientation event provided a springboard for the new colleagues to find success in their new roles. This week, all staff are welcomed back with several Institute Day opportunities for both learning and connection at their buildings. 

The District looks forward to welcoming students on Thursday, August 20! Dr. Delli also thanked all those who have worked hard over the summer months to ready the school facilities and to organize student and staff learning opportunities for this school year.

Springman's ALOP Advocate, Kai, was named Advocate of the Year!

The District’s ALOP program has been an incredible addition to the schools, and all of the advocates have made a meaningful impact on students, staff, and families. Recently, Kai Lev-Ruth from Springman was honored as the ALOP Advocate of the Year, and the District recognized him at the meeting. 

Springman’s administrators shared, “Kai has an extraordinary ability to connect with students, staff, and families. People are naturally drawn to him because he listens without judgment, leads with empathy, and creates spaces where people feel safe, seen, and valued. We have had the privilege of working alongside many talented people, and Kai truly stands out among them. His gifts are remarkable, his heart for people is unmistakable, and our students, families, staff, and entire D34 community are better because he is part of it.”

Preschool PFA Gold Circle of Quality

District 34’s Preschool program was recently recognized by the Illinois Department of Early Childhood (IDEC) Circle of Quality for achieving in ExceleRate Illinois, the state’s quality recognition and improvement system for early learning and development programs. Central to its design is the recognition of multiple forms of evidence to meet the universal standards. Evidence is obtained through the monitoring visits conducted by National Louis University. Dr. Delli thanked everyone who has made the D34 Preschool Program such a success!

Board Listening Sessions

As discussed at the end of the 2025-2026 school year, the Board plans to engage the community in a short series of listening sessions. More information is forthcoming, but the following dates have been booked for the listening sessions:

• Henking/Hoffman - September 15
• Lyon/Pleasant Ridge - September 23
• Westbrook/Glen Grove - October 7
• Springman - October 22
• Attea - November 4

Community Participation

Community members are encouraged to attend Board of Education meetings and contribute during the community participation periods. In all regular Board of Education meetings, the Board follows a set agenda that includes two opportunities for community participation. Board News provides a summary of the topics addressed by those who speak. The meeting recording, linked above, provides a full recording of comments from the community.

• Edward Samulian, D34 Employee, discussed what D34 associates do in the district and how they do a great job. 
• Elias, D34 student, talked about fixing the stairs at Attea.
• Michael Tarkowski, D34 parent, asked the District to consider electronic receipts for homework submitted electronically by students.

Presentation of FY27 Tentative Budget

Micheal DeBartolo, Assistant Superintendent for Finance & Operations, presented the FY27 tentative budget. The goal of the District’s budget is to develop a realistic, responsible, and sustainable budget that supports the District’s educational priorities, maintains long-term financial stability, and provides the community with a clear and transparent understanding of the District’s financial position and future outlook.

Revenue Summary

• Local funds, which include property taxes, remain the largest source of revenue 
• State funding, specifically Evidence-Based Funding, is the lowest source of revenue
• Local revenues total approximately 93% of District revenues 

Expense Summary

• Salaries and benefits are the largest District expenses 
• Purchased services are critical to supplementing needs 
• Supplies are necessary, but costs are increasing

SRO Presentation

Natalie Szeles, Assistant Superintendent of Student Services; Megan Chin, Director of Student Services; Rebecca Swoboda (Latham), Executive Director of Communications and Strategic Planning; and members of the middle school administrative teams shared a review of the SRO program from the 2025-2026 school year, along with student and staff feedback, in preparation for the updated agreement for the 2026-2027 school year.

District 34 E-Learning Plan 2026 Update - APPROVED

Dr. Matt Silverman, Assistant Superintendent of Teaching and Learning, and Brian Engle, Assistant Superintendent of Instructional Innovation, shared an update on the D34 e-Learning plan. The district is required to have a plan in place in accordance with the ongoing requirement of e-Learning Plans by ISBE and the North Cook Intermediate Service Center (NCISC), and as part of Public Act 101-0012 of the 101st Illinois General Assembly. 

District 34’s e-Learning plan allows instruction to continue, even if buildings are not able to open due to inclement weather or other emergencies. However, this option will be used only if the District must close schools for multiple days and cannot meet the minimum days of student attendance (a very rare occurrence). If the District implements a remote learning day due to inclement weather, staff, families, and the community would be notified ahead of time.

Approval of Award of Charging Cart Bid - APPROVED

Brian Engle, Assistant Superintendent of Instructional Innovation, shared information regarding the charging cart bid process. As part of the preparation for the next phase of our K–4 classroom instructional resource environment, the District completed a two-stage process to identify both the charging cart solution that best meets the instructional and technical needs and, subsequently, the provider offering the best overall value for that selected solution. Based on the two-stage evaluation process, the District recommended approval of the CDW Government proposal.

Rebecca Swoboda (Latham), Executive Director of Communications and Strategic Planning, shared Strategic Plan highlights from the 2025-2026 school year, plans for the upcoming school year, and a look ahead as the district nears the end of the current Strategic Plan.

Micheal DeBartolo, Assistant Superintendent for Finance & Operations, shared information for future consideration around the District’s 403b/457 retirement plan options and the potential addition of the 115 Trust. Additional information will be shared at a future meeting.

Board President Comments

Board President Alex Kamilewicz shared that in the 1840s, the first school in Glenview began and was later consolidated in 1942 with three districts - Districts 32, 33, and 34. As students and staff kick off the school year this week, they are carrying forth a grand 180-year tradition. The Board of Education wished everyone a great first day of school!
