Superintendent's Comments
Each month, Superintendent Dr. Dane Delli updates the Board of Education and the community about programs, events, notable achievements, and other timely information and celebrations.
National Suicide Prevention Month
Dr. Delli shared that September is National Suicide Prevention Month. In our middle schools, social workers and psychologists present information about suicide prevention to all classes. Additionally, students have access to use the platform Safe2Help Illinois, which offers students a safe and confidential way to share information that may help prevent suicides, bullying, school violence, and other threats to student safety.
Safe2Help Illinois features a 24/7 helpline (1-844-4-SAFEIL), free mobile app, and a dedicated website (www.Safe2Helpil.com). Students can use Safe2Help Illinois to share concerns about themselves or others in a confidential (but not anonymous) environment.

403(b)/457(b) Vendor - APPROVED
Micheal DeBartolo, Assistant Superintendent for Finance & Operations, presented the resolutions to transition the District’s administration of its 403(b) and 457(b) supplemental retirement plans to IPPFA.
Under the new structure, employees who already participate in an existing 403(b) or 457(b) plan will be grandfathered into their current investment provider. IPPFA will serve as the District’s third-party administrator (TPA), providing centralized administration, compliance oversight, and coordination of the District’s existing plans at no fee.
Beginning January 1, employees establishing new 403(b) or 457(b) accounts will utilize IPPFA as the District’s single provider. Employees will have access to all four supplemental retirement options: Traditional 403(b), Roth 403(b), Traditional 457(b), and Roth 457(b), along with expanded investment choices and retirement education resources.
Moving to a single provider for new accounts will simplify plan administration, provide employees with a more consistent enrollment and educational experience, reduce the complexity associated with managing multiple vendors, and allow the District to better communicate and promote the retirement savings opportunities available to employees. The goal is to increase employee participation while providing competitive investment options, greater access to education, and a more streamlined and efficient retirement program.

115 Trust Vendor - APPROVED
Micheal DeBartolo, Assistant Superintendent for Finance & Operations, presented information regarding the establishment of a Section 115 Trust as an additional benefit for employees upon retirement or separation from District 34. The Board approved IPPFA as the provider for the District’s Section 115 Trust.
The Trust provides a tax-advantaged mechanism for eligible contributions to be set aside for employees to help pay qualified healthcare expenses after they leave the District. Contributions to the Trust are not treated as taxable income to the employee when contributed, earnings within the Trust grow tax-free, and distributions used for eligible healthcare expenses are also tax-free.
The Section 115 Trust provides employees with an additional resource to address healthcare costs in retirement or following separation from employment. By dedicating funds specifically for future healthcare expenses, the District can enhance the overall value of its employee benefits package while helping employees prepare for one of the more significant expenses they may face after leaving District employment. Now that the trust has been approved, the District will work to establish eligible classes for employees based upon the rules associated with such a mechanism.
Website Contract Extension - APPROVED
When making updates to the current District 34 website, the Communications Department was informed that, due to the age of the website, the website provider, Finalsite, will soon no longer be able to support updates needed to comply with the Web Content Accessibility Guidelines (WCAG) 2.1 compliance laws.
After a meeting with Finalsite, the Communications Department recommended that the Board of Education approve a one-time fee to update our website along with a 5-year contract extension.
