Business Services

The Business Services team serves the Glenview School District 34 community through the management of the district’s finances and operations including accounting, long-term financial planning, purchasing, payroll, risk management, facilities, pupil transportation and food services.

Goals and Commitment

The goal of Business Services is to provide the resources needed to support the advancement of student achievement and success with fiscal responsibility.

District 34 is dedicated to establishing, maintaining and improving educational programs within the funds provided by taxes and other sources. The District is committed to continuous improvement of all components of the educational organization and to long term financial health through comprehensive multi-year planning. This multifaceted approach includes increasing revenues and controlling expenditures.

Employee Compensation Information

Every school district in Illinois is required to post a compensation report showing the prior year's compensation of all employees by Oct. 1 of each school year per Public Act 097-0256. That list is posted below:

Additionally, every school district in Illinois is required to post the total compensation package for all employees who are a part of the Illinois Municipal Retirement Fund (IMRF) whose compensation package exceeds $75,000 per year per Illinois Public Act 97-0609. This Posting is required within six business days of approval of the budget. That list is posted below:

Illinois School Code also requires school districts to provide the following specific reports:

Vendor Contracts exceeding $25,000 (2023-24)

Business Enterprise for Minorities, Women and Persons with Disabilities Act (2023-24)

Employee Contracts Over $150,000

In compliance with 5 ILCS 120/7.3, District 34 posts the total compensation package of employees whose total compensation exceeds $150,000 at least six days before approval at a Board of Education meeting.

Budget & Other Financial Information

District 34 has earned the highest rating possible (Aaa) from Moody’s Financial Services every year for the past several years. The District also consistently earns state awards for its financial management.

The Board of Education approves a yearly budget after a stringent development and review process that complies with all state, regional and local guidelines. The Board typically approves the annual budget in September for a budget cycle that runs from July 1 to June 30. A copy of the full budget can be reviewed at the District 34 offices or obtained by requesting a copy through the District 34 Business Office at 847-998-5063.

The District has an independent auditing firm review its financials every year; that report is provided to the Board of Education and community.

Referendum Updates

Financial Update

On Monday, March 29, the Board of Education approved just under $53M in bids for the Phase 1 construction of the capital improvements approved by voters in last year's referendum. That amount is $4.5M less than expected.

D34 Special Board of Education Meeting: Construction Bid Approval

On December 15, 2020, District 34 received 11 bids and secured a deal with R.W. Baird & Co. with a cost of 0.943% (including interest rates, underwriter's discount and all costs of issuance). This rate is much lower than the 1.96% estimate presented to the Board of Education on October 27, 2020 and represents a significant savings and benefits for taxpayers:

The extremely competitive bid reduced the final maturity of the Series 2021 bonds by one year and also reduced the final maturity of the total $119M referendum plan by one year.
The shorter overall amortization resulted in total debt service with $10M less interest cost over the life of the bonds than shown at the October 27, 2020 presentation to the Board of Education.

The low rate received is due to District 34's Aaa rating from Moody’s Financial Services, the highest possible rating.

ESSER III

What Is ESSER?

ESSER III, also known as:, Elementary And Secondary School Emergency Relief Plan is to help safely reopen and sustain the safe operation of schools and address the impacts of COVID-19 pandemic on the nation’s students by addressing students’ academic, social, emotional, and mental health needs.

The ESSER III grant provides schools, such as District 34, with funding to address the impact COVID-19 has had on services to students during school building closures. It also provides funding to develop and implement plans for the return to normal school operations.
